We call for a panel to openly discuss and share information on how to combat DNS content abuse from various perspectives. Moreover, it aims to give participants effective methods, techniques, and processes from speakers. Finally, challenges faced by different communities in DNS abuse processing can be identified, and communities then can try to find consensus or common ground to DNS abuse mitigation.
Describe the Relevance of Your Session to APrIGF
DNS abuse, one of major cybersecurity issues, has been occurring since the early days of the Internet, and now it is affecting the daily lives of many Internet users around the world. Therefore, DNS abuse must be resolved to provide the people of the world a safer and more stable Internet. However, content abuse is an area which is very difficult to tackle and combat because it involves conflicting areas like freedom of expression, business interests, children welfare, individual and organizational rights, etc. The nature of the Internet is speed. Anything that gets uploaded to the internet has a tendency to spread like wildfire, and it also means that damage made to child sexual abuse victims is faster and harder. As such, the effect of the damage is also longer lasting and heightens the risk with re-occurrence time and time again. Our topic “DNS Abuse Handling in the New Era: A Child Abuse Content Perspective” involves the DNS industry and Internet public policy and possible future action to DNS abuse. We believe this topic is important to the internet community because there are many DNS abuse mitigation and processes made over the past few years, but most, if not all, were made for technical DNS abuse, and few or none for content abuse, and especially in terms of sexual abuse material as well as child sexual exploitation material. We hope this session can provide participants an insight to the matter and potential methods on handling and processing of child sexual exploitation material. NETalent supports the idea of “One world, one Internet”, and wishes to preserve a safe and open global internet, and maybe, to spark a fire in the global community to protect the future of human civilization. |

Please explain the rationale for choosing each of the above contributors to the session.
-David, chairman of NETalent Co., Ltd., has dedicated 23 years to Internet industry, and a partial overlap of 21 years to the field of domain names. -Nicole is an experienced lawyer with deep understanding in technology and telecommunications policies and regulations. Her in-depth understanding of policies and laws can provide attendees a different view. -The speaker from TSP/Platform will share what the TSP/Platform have done to combat abuse, and shed light on challenges they face so that attendees may understand the difficulties of combating abuse activities from a broader perspective. -Hong-Fu is a researcher at NETalent, with more than 4 years of industry experience dedicated to policies research and commerce developments. He has participated in a case that assists under-aged sneak-shot victims to take-down online media materials. This time we will be touching on something more fundamental, and more important. That is Child Sexual Abuse Content Processing. There are many child sexual exploitation materials going around the global internet, and criminals are commercializing such actions and materials. NETalent believes, as a member of the Internet user community and an entity in this world, we have the corporate social responsibility to step up and process this kind of unethical and immoral behaviors. NETalent would like to invite experts in different fields to a panel discussion on this matter, and if possible, to find a common ground for all interested parties to participate and protect our children and every child thereafter. |
