Specific Issues for Discussion
Asia and especially Southeast Asia have experienced rapid digital transformation during the COVID-19 pandemic as majority activities happened online. The Internet has become places for people to meet, connect, work, share, and learn about the world. Regulators and multilateral bodies created a framework on the internet, including the ASEAN digital masterplan 2025 which focuses on the plan to create more infrastructure for the digital economy and society. Unfortunately, the plan has not included human rights nor safeguard to privacy, intermediary protections, and online freedom of expression. The vacuum of progressive regional standard setting in the regional level contributes toward heightened challenges that arise in the form of disinformation, breach of privacy and hate speech.

The global trend on internet regulation showcases the surge of preemptive policies that automatically remove content without human review, or make decisions about the veracity and value of information without robust process. These approaches are proven ineffective and only benefitting for profit platforms that operate with profit models which generate advertising revenue based on user engagement. Furthermore, community-led projects and public interest platforms like Wikipedia that are curated, developed, and maintained by a decentralized movement of volunteers depend on a legal framework that allows them to do their work without a centralized entity preemptively interfering.

Therefore, a robust discussion between the representatives of ASEAN Intergovernmental Commission on Human Rights, UN Special Rapporteur, and civil society to explore policy content to safeguard privacy, intermediary protections and online freedom. These substances is urgently needed to trigger the process of creating progressive regional standard setting to safeguard internet
Describe the Relevance of Your Session to APrIGF
The roundtable discussion on regional internet regulation will contribute toward the trust and inclusion track. The proposed session will be addressing the issue of disinformation, freedom of expression, privacy, intermediary protections which are essential themes within the trust track. In addition, the speaker and participants will include a diverse range of stakeholders which includes marginalized communities within the digital activism which is important for the inclusion track.

H.E. Yuyun Wahyuningrum, AICHR Representative Indonesia
Hon.Wahyuningrum is currently leading the creation of thematic research on internet within the ASEAN Intergovernmental Commission on Human Rights. The thematic research will guide the ASEAN human rights body to create a standard setting on internet regulation that covers the issues on privacy, disinformation.

Professor Vitit Muntarbhorn, UN SR for Cambodia
Prof Muntarbhorn is currently looking at the impact of Cambodia National Internet Gateway regulations to the country, but also how it will influence the regional norm on internet regulation. His insight will be useful to guide the AICHR representative and participants in providing trajectory to regional standard setting while linking it to the highest attainable international standards.
