| I hope to address the current issues that the citizens including Differently-abled citizens, Marginalized citizens and the Senior Citizens face due to the lack of inclusion and present the points which I found for creating the guidelines and discuss and share the ideas about t hem with each others. |

However, there are still challenges in using digital technology. 2.6m people are still completely offline.20.5m people have Low or Very Low Digital Engagement.Globally, the offline population is disproportionately rural, poor, elderly,female and Senior Citizens.Offline people often have limited education,low literacy and typically hold informal-sector jobs |
