Specific Issues for Discussion
With the evolution of AI-based/enabled technologies, new forms of work have been emerging and changing the nature of existing jobs. These changes affect a range of workers from blue-collar (industrial) to white-collar (salaried office/service sector) workers. Preparing for the Future of Work: National Policy Responses in ASEAN +6, a book published by the International Labour Organisation in 2019, presents an overview of how Asia-Pacific nations are responding to such shifts with new or revised plans and policies. The Code on Social Security, 2020, recently enacted in India, recognises new and emerging forms of work under umbrella terms like ‘platform worker’ and ‘gig workers’. Against that backdrop, the panel discussion would be focused on issues like information asymmetries and the specific mode of digital labour division, which further results in deskilling, obscuring workers’ identity, and de-contextualisation of tasks along with recent developments in the Asian policy landscape (focused on and compared with that of India) and possible policy interventions. The Panel Discussion further aims to have a comparative analysis of the law and legislation in the Asian region with respect to the social security of the labour class workers, AI and the intersection between them.
Describe the Relevance of Your Session to APrIGF
With the advancements in AI and the drastic shift of the labour force being deployed under sectors that function mostly on AI driven technology. The ILO Centenary Declaration for the Future of Work acknowledges that social dialogue contributes to societal cohesion and is essential for a well-functioning and productive economy. It also recognises the importance of sustainable enterprises as job creators and promoters of innovation and decent work. The majority of new forms of work emerged because of advances in the field of AI, which use internet infrastructure as not only a launching base but also for other functions. Hence, it is but imperative for any attempt to envision a community-led internet that is inclusive, sustainable and trusted that it must provide a platform to deliberate on issues related impact of AI and automation on the future of workers too. In any democratic society, the technology that modifies work and workplace, must necessarily take into consideration the socio-economic aspects of the to ensure a sustainable development and a responsible AI. This is of major relevance in today's scenario since the COVID-19 pandemic has skyrocketed the AI technology.
