Digital Trust & Safety Partnership (DTSP) and the emergence of ‘best practices’ in online trust & safety - the role and opportunity for the Asia-Pacific region

APAC is witnessing a rising number of laws regulating online content. This increase is driven by both the widespread use of social media across our societies - for good but also for less good purposes - and a trend toward governments exerting greater control over online activity within their jurisdictions. These trends are raising difficult questions for civil society advocates, academics, and tech companies alike, on the real world impacts and risks of the new wave of laws dealing with online content, and the importance of effective yet balanced moderation of content by online companies.

This session will bring together industry, academic, and civil society stakeholders to hear about emerging good practices in the field of content moderation, as developed and shared by the new DTSP initiative. The session will then enable an exchange between experts and other multi-stakeholder participants on emerging approaches to online content responsibility and examine the difficult questions raised by content moderation and legal requests for removals within the region.
Describe the Relevance of Your Session to APrIGF
Online content moderation (Trust & Safety) practices, and the laws regulating online content hold the potential to exert a significant impact on user trust, access to information and freedom of expression, in the Asia Pacific region and beyond.

This session will contribute to advancing policy discussions and thinking around best practice for responsible content moderation, and will aim to foster a dialogue among all stakeholders to consider and discuss the different considerations that online content providers must balance when making decisions on online content in APAC. It will promote multi-stakeholder models for supporting content responsibility and free expression online by bringing together a group of passionate experts in online content moderation and will invite the APrIGF community to debate and get involved in promoting good practices in this field.

The AprIGF ecosystem can help to brainstorm, design, develop, deploy and promote concrete norms, standards and mechanisms for the Internet industry.

Session methodology:
The session will start with an overview of the trends in content issues in APAC, and of the Digital Trust & Safety Partnership. It will invite the APrIGF community to consider emerging good practices in the field, and to discuss how best to ensure the APAC voices are included in global discussions on best practices for trust and safety, and crucially, how to share these good practices with online actors across our region. Some of the conclusions and recommendations for follow-up may include an ongoing multi-stakeholder dialogue on these issues after the AprIGF, including to report on findings to the global IGF.
