Specific Issues for Discussion
During the Covid-19 pandemic internet consumption spiked to an all-time-high record. For in the midst of lockdowns and social distancing, internet serves as a lifeline in keeping people connected. From video calls to e-conferencing, e-commerce to e-banking, and e-learning to e-health, internet made lives more convenient. And when it comes to entertainment, and communications, social media platforms became the ideal choice. For as the pandemic continues to take toll around the world, the number of internet users that engage on social media platforms continues to increase tremendously. However, that was not the only thing that had increased, for online abuse related to digital human rights increased alongside. As a result, causing fear, confusion and counter reactions among social media users, community leaders, and authorities. Interestingly, most of these abuses are digital human rights related driven by social media posts, and comments by ordinary citizens.

Digital human rights are basically human rights in the internet era. Unfortunately, what many undermined is that digital human rights are the same human rights that people have offline that must also be respected and protected online. To name a few, these rights includes online privacy, online safety, and freedom of expression online. On that note, online abuse on digital human rights that are currently happening across Vanuatu and across many other countries includes online harassments, cyberstalking, cyber-bullying, image-based abuse, identity theft, cyberattacks, defamation, online grooming, phishing attacks, sexual exploitations, censorship, etc.
Describe the Relevance of Your Session to APrIGF
In regards to the relevance of this proposed session to the APrIGF theme of “People at the center”, our proposed session topic is perfectly aligned with the said theme. In a way, if people are at the center of the internet’s future evolution, then shining light on their human rights / digital rights is crucial for a resilient digital society. So, the better way to do so is to host this session during the APrIGF event! For this pandemic not only highlights the role of ICT in keeping the world connecting during lockdowns, and social distancing, but it has also put our existing policies to test and the outcomes can be drastically improved. While there are many lessons to be learnt, and changes to be made, it will all start by acknowledging that these challenges and issues did occurred and exists, and together strive towards a future where we can address these challenges and issues more profoundly, and effectively.

In addition, to create a more dynamic discussion, this proposed session will include four different panelist from four countries. The countries these panelist will represents Asia and the Pacific Islands. Involving these panelist in this session, will aid in creating a dynamic discussion reflecting the current challenges and issues faced in these countries that are located in the South Pacific region. Though the Asia Pacific region is a big region, this discussion will help foster the spirit of collaboration amongst countries that faced similar challenges, as together we all work towards an inclusive, resilient digital society that continues to embrace an open, safe, and accessible internet for all. And finally, creating an online environment where everyone’s’ voices can be heard, and where digital human rights are respected across our regions.
