This Showcase by IS3C (formerly known as DC-ISSS) will provide an update on the progress of this IGF cybersecurity stakeholder coalition since its introductory session at the previous APrIGF on 30 September 2021. A short presentation on IS3C for newcomers will be followed by an interactive discussion focussed on the aims of each of the coalition's three current research projects: 1. Security by design in the Internet of Things (IoT): aim is to support manufacturers, policymakers in governments, decision takers in business and users with a single easy-to-use reference document that compiles all the current best practices and standards for IoT security, and relevant initiatives (such as consumer labelling schemes). 2. Education and skills: enlarging the skillset of graduate students in cybersecurity-related tertiary educational curricula and training is an integral part of making society more secure. This IS3C research project will conduct interviews in different regions (including the Asia-Pacific region), collate quantitative data from selected organisations in the cybersecurity and educational sectors, and investigate potential solutions to shorten the circuit between supply and demand, and encourage the take-up of good practice. 3. Procurement, supply chain management and the creation of the business case as a driver for implementing Internet security standards. The research will a) analyse current practices; b) produce guidance/toolkits that will empower public/private procurement services/agencies and supply chain managers to procure digital products and services that are secure by design; and c) produce, in close cooperation with stakeholders, a dissemination and capacity building programme. Global South applicability is one of the research topics. Finally the IS3C Showcase will invite participating stakeholders' views on the coalition's plan to draw up a listing of key security-related standards and resources in support generally of capacity-building. | |||||||||||||
Describe the Relevance of Your Session to APrIGF | |||||||||||||
IS3C is one of the approved IGF dynamic coalitions that was launched at the IGF in 2020 with the specific aim of creating an online digital environment of greater trust, security and safety by achieving more effective and rapid deployment of existing cybersecurity-related Internet standards and related best practices. IS3C recognises APrIGF as one of the most influential multistakeholder regional IGFs in the global Internet governance eco-system. IS3C's objectives are directly consistent with the APrIGF's theme this year of trust and establishing the security, stability, and resiliency of the Internet as critical for ensuring users benefit from a healthy digital environment. IS3C's objectives and the mission statements of its working groups are set out on the IGF's website at https://www.intgovforum.org/en/content/internet-standards-security-and-safety-coalition-is3c. IS3C's annual report for its first year of activity in 2021 is accessible at https://www.intgovforum.org/en/filedepot_download/23/20700 IS3C's approach to developing and promoting adoption of its policy recommendations and capacity-building toolkits, is based on engaging stakeholders at the national and regional level in an inclusive process that is consistent with the aims of the UN Secretary-General's Roadmap for Digital Cooperation of making the IGF and its intersessional activities more relevant to the interests of stakeholder communities in the national and regional IGFs such as the APrIGF. IS3C's interactive APrIGF Showcase provides the opportunity for information sharing and interactive discussion of its current research projects on 1. IoT security by design; 2. cybersecurity education and skillsets; 3. procurement and supply chain management; and 4. listing the key security standards. The Showcase invites stakeholders to participate in IS3C's cybersecurity capacity-building work and ensure that the perspectives of the Asia-Pacific region are taken into account in the coalition's research. | |||||||||||||

The moderator Wout De Natris is the overall Coordinator of the IS3C coalition. He presented the coalition's aims and workplans at APrIGF 2021. He is assisted by Mark Carvell, a former UK Government representative on Internet Governance, is Senior Policy Adviser to the coalition. Speakers 1, 2 and 3 are the elected expert chairs of the coalition's three thematic working groups on security by design (Nicolas Fiumarelli), cybersecurity education and skillsets (Janice Richardson) , and procurement and supply chain management as drivers for adopting security-related standards (Mallory Knodel). They will each briefly present the respective IS3C research projects which they lead and then invite the attending stakeholders to comment and ask questions in an interactive discussion format. Speaker 4 is Dr Goundar who is a respected academic expert from the Asia-Pacific region and who was recently elected as Vice-Chair of WG1: Security by Design. Dr Goundar will be invited to speak in the final part of the session with a discussion on security by design and the coalition's plan to draw up a list of key cybersecurity standards and best practices as a general capacity-building resource and as part of a toolkit of empowerment for decision-takers in procurement and supply chain management. | |||||||||||||
