Calum Handforth - UNDP - to introduce national digital transformation (DT) and what it means to SIDS and their development of a DT strategy and the TECHNOLOGIES involved in transforming government services for meaningful use by the citizens of their country

Jeff Montgomery - Former Registrar of Births, Marriages and Deaths in NZ and now with SPC - will discuss the challenges of implementing an important digital transformation TECHNOLOGY - a national digital Identity system in the Cook Islands

Nicole Chan - Vice Chair, Digital Transformation Association, Taiwan - is an industrial lawyer and can contribute to the discussion about legislation essential for the success of digital transformation based on the challenges they raise in their presentation
Describe the Relevance of Your Session to APrIGF
Digital transformation is the integration of digital technology into all areas of a government and society in general, fundamentally changing how governments operate and deliver value to their citizens. It can change the culture of a society. It can engage, enhance and enable citizens to continually challenge the status quo, and to expect quality service across all government sectors. It also encourages governments to experiment, and to always focus on continuous improvement using new technologies and methodologies.

The above section describes how the 4 selected speakers will convey the expectations for change proposed for their countries and how their interventions will convey the particular tracks we are working on within the overarching theme of the conference. Their short interventions aim to encourage comments and questions from in-person and remote participants.

All panelists who have accepted the invite to participate have also indicated that if possible they will attend in person - but as many are government or intergovernmental organisations it really depends on their itineraries at the time. So they could be either online or in-person.

Brief Summary of Your Session
The session went as proposed, with:
1. Maureen introducing the session and the work of the digital transformation unit on the Cook Islands and the stakeholder workshops that have been coordinated in order to get the best inputs from the users of the internet on the island.
2. Calum explained the work that is being done in the Pacific with regards to digital transformation and more particularly in the Cook Islands.
3. Jeff Montgomery explained the work he was originally doing in New Zealand in the area of civil registrations of birth deaths and marriages and the importance of recording these accurately in the Pacific Islands
4. Nicole explained how digital transformation can be achieve at national, industry and enterprise level through information, leadership and strategy, resources, digital skills and cross industry coordination. Strengthening core values, a smart agile process and digital marketing management help industries to succeed at digital transformation. Key public interest areas are the Data Act, Data Governance, Open data and personal data protection.

Participants then asked questions based on the presentations and directed to particular speakers. One audience member wanted us to ensure that during the transformational change, that the culture and the language of one’s culture was maintained.

Stakeholder consultation is imperative if you want a digital transformation strategy to be practical and meaningful to all concerned.

The Pacific can learn more about digital transformation processes from those who have experienced the process and are putting their strtegies torther

A population count is meaningless if you do not have an accurate digital identity management system that is able to count every single person from birth to death.

Digital Transformation requires information, leadership and strategy, resources, digital skills and cross industry coordination. Strengthening core values, a smart agile process and digital marketing management help industries to succeed at digital transformation. Key public interest areas are the Data Act, Data Governance, Open data and Personal Data Protection.
Conclusions and Suggestions of Way Forward
For the Cook Islands, the digital transformation is working in tandem with the UNDP Strategic Coordinator to provide us with a strategy that will help propel the Cook Islands towards eGovernment, eCommerce and a national digital identity system.
