Specific Issues for Discussion
The overall theme is overcoming the challenges in the Asia-Pacific region to ensure univsal access to telecommunications services - particularly the Internet, echoing the UN view that access to the Internet should be seen as a basic human right. The discussion will begin with the physical barriers to Internet access: geographical remoteness, difficult terrain, overcoming the water barriers for island locations. It will also include other barriers to Internet access: the cost of the service and access to the service by people with disabilities. Using Australian experience in addressing the issues, it will then discuss how the issues have been addresses (or not) in Australia and the continuing challenges in reaching the goal of universal access to the Internet throughout the Asia-Pacific region.
Describe the Relevance of Your Session to APrIGF
This session is didrectly related to access to the Internet. The session will explore the technical barriers to access: the technical issues in overcoming the geographic issues of distance, remoteness, and other technical isssus and the challenges in addressing those issues for the Asia-Pacific region. It will then look at other barriers to access: cost and disability, and suggest ways in which those range of issues could be addressed.

Please explain the rationale for choosing each of the above contributors to the session.
Dr Paul Brooks is a trusted industry consultant, entrepreneur, broadband engineer and active participant within the Australian ISP community and industry bodies such as Communications Alliance. He was an initial founding member of Internet Australia, and a co-founder of Vocus Communications. Paul is also on the board of the InterPlanetary Networking Chapter of the Internet Society (IPN-ISOC). He is also Regional CTO for the Asia Pacific region, representing BitSpeed.
ACCAN is Australioa's leading consumer non-profit acvocacy organisation whose mission is access for all Australians to communications. As its CEO, Andrew overseas the range of policy initiatives to promote access for all Australians to communications, including lobbying to government, regulators, and working with other civil society and consumer groups to ensure access, addresing issues including price, reemoteness and disability as barriers to communications.
Holly Raiche is the Chair of IA policy committee and lectures in communications and Internet Governance issues at Sydney University, and has lectured at UNSW in elctronic communications law and policy
