Internet infrastructure resilience during disaster event - Case Study for the 0403 Taiwan Earthquake, and others

Specific Issues for Discussion
During an earthquake happen on April 3, 2024, at the local host of this year's APrIGF event, here in Taiwan, there were more than 150 base station went out of service, based on National Communications Commission (NCC)'s record who manage the telecom operators, who also is responsible for regulating the development of the telecommunication and broadcasting industries.

With the high usage for cell phone, according to study based on 2023, there were more than 45 millions of registered number in use, the unique user for cell phone is about 30 millions, consider the population of 23 millions, every person has average of 1.94 numbers. Among all the mobile users, 7 millions are using 5G.

What do you do when an earthquake strikes? who did Taiwan do? with a quick recovery rate for the base stations, Taiwan was consider very resilience, the critical infrastructure who monitor and manage the mobile network, the fix line network and sea cable was able to maintain a reliable state after the quick fix from the telecommunication. The Government Service Network was able to perform normally to serve the citizens in Taiwan.

We will use this session to discuss what exactly happened? what did the different stake holders contribute in a disaster like this, we like to share this experience, and also have Pacific speakers to comment and share their experience for incidents like this so we all can work on stabilize the one world one internet!
Describe the Relevance of Your Session to APrIGF
Asia Pacific in geographically is vulnerable in different ways, natural disaster like earthquake, volcanic eruptions, tsunami, flood and drought as impact Asia Pacific heavily. World Meteorological Organization reports between 1991 to 2022, the earth warming has doubled for the period of 1961 to 1990. The average temperature has raised higher and higher each year, with the weather change, it may be harder to predict natural disaster happening.

The theme for this session is to use a case study happened very recently to review and also reach out for more awareness on how we are vulnerable and what can we learn from the lessons. Looking back in Asia Pacific, many economies has experience different incidents, when we are more and more relied on internet, some issues and handle including natural disaster can be share for better understanding and speedy recovery.

While we are building a stronger and resilience internet, what may be some emerging technology we can adopt, how we can improve the internet overall, in Asia Pacific area, we like to deep dive and perhaps have some meaning conclusion as good experience sharing, best practice for the different economies.

– Joy is from TWNIC who manages the infrastructure for DN/IP/Security, how she has handle the incident and recovery
– Shi-Ming is from Ministry of Digital Affair, who has oversee the infrastructure for the telecommunication industry, the operators, he can speak from a government point of view.
