| This lightning talk seeks to address the escalating issue of online abuse impacting women, girls, and gender minorities through a ‘whole-of-society’ framework developed by The Dialogue. This innovative approach to combating Technology-Facilitated Gender-Based Violence (TFGBV) spans six stages: Access, Prevention, Intervention, Report and Redressal, Recovery and Healing, and Research. Current responses to TFGBV often lack coordination, leading to fragmented solutions and gaps in policy and research. Various entities are working independently, focusing on disparate aspects such as awareness, legal reform, or support services, but there is an absence of coordination and synergy between their efforts. Our framework addresses these issues by promoting unified efforts across various stakeholders including government bodies, tech companies, community organisations, educators, and researchers. It emphasises the need for a survivor-centric approach, placing the rights and needs of survivors at the core of all strategies, from secure technology access to comprehensive recovery support. Moreover, while current efforts may focus on immediate measures like content takedown and offender prosecution, they often neglect underlying causes and systemic issues. Our framework advocates for a holistic perspective, analysing patterns and interconnections to enhance the effectiveness of interventions and ensure a sustainable, long-term impact. This talk will demonstrate how integrating diverse interventions under a unified framework can significantly improve the efficacy of combating TFGBV, aligning with APrIGF's goals. By promoting solutions that are both globally informed and locally relevant, our session aims to advance safer online environments across the Asia-Pacific region, ensuring a more comprehensive and empowered response to online gender-based violence. |

| Enhancing trust and safety has never been more crucial as technologies like Generative AI rapidly evolve and digitalization extends across sectors, including education and healthcare. While previous works by academicians and research organisations have explored the roles and contributions of different stakeholders in the digital safety sphere, the uniqueness of this framework lies in consolidating their contributions. The objective of this approach ensures better recognition and effective leveraging of each stakeholder’s input, which shall amplify the impact of individual efforts. The session will contribute to ongoing discussions about trust and safety in digital spaces within APAC, offering a fresh perspective to policy interventions that prioritise both preventive measures and effective redressal mechanisms. The expected outcome is to provide a clearer path for stakeholders in the region to adopt a more integrated and effective approach to online safety, reflecting on our framework’s potential for broader application across different jurisdictions. The insights gained from this session will be compiled into a concise two-page document, which will be shared with policymakers, industry bodies, and civil society organisations throughout the APAC region. This outcome document aims to catalyse a more coordinated regional response to TFGBV, promoting policies that are more well-rounded and reflective of the key role and contributions of all stakeholders in the digital space. |

| The speakers and moderators for our lightning talk have been strategically selected for their diverse expertise and substantial contributions to the discourse on digital safety and gender issues. This panel intentionally embraces a multistakeholder approach, including representatives from civil society, global philantropies and the private sector to address the multifaceted nature of online gender-based violence. Shruti Shreya is a Senior Programme Manager at The Dialogue, focusing on Platform Regulation & Gender and Tech. She will present the TFGBV framework, providing insights into its development and strategic implementation from a civil society perspective. Each panellist and moderator’s background is instrumental in fostering a comprehensive dialogue that addresses the nuances of implementing the TFGBV framework across different sectors and regions, aiming to enhance digital trust and safety on a global scale. |
