Specific Issues for Discussion
This workshop addresses the critical gap between digital rights legislation and technical implementation in the Asia-Pacific region. As governments across APAC develop digital governance frameworks and technologists build increasingly sophisticated digital infrastructure, there exists a fundamental disconnect between policy intentions and technical realities.

Key Issues to Explore:
- The Data-Identity Paradigm Shift: How the traditional separation of users from their data fails to reflect the reality that personal data IS the digital representation of individuals themselves ("I Am My Data" principle).
- Proactive Digital Rights Protection: Moving beyond reactive legal remedies to proactive technical design that prevents digital rights violations before they occur ("End Remedy" principle)
- Policy-Technology Integration: The challenge of transparently implementing digital rights protections directly into technical infrastructure rather than as external compliance layers ("Rights By Design" principle)
- Technologist Responsibility: Establishing the role of technologists as "Next Generation Rights Defenders" responsible for protecting citizens' digital twins
- Regional Implementation Challenges: Adapting universal digital rights principles to diverse legal, cultural, and technical contexts across the Asia-Pacific region

The workshop will examine how these issues manifest in real-world scenarios including data governance, platform design, AI systems, and cross-border data flows that are particularly relevant to the interconnected APAC digital ecosystem.
Describe the Relevance of Your Session to APrIGF
This session directly addresses APrIGF's core mission of fostering inclusive, sustainable, and rights-respecting Internet governance across the Asia-Pacific region. The workshop contributes to several key APrIGF themes:
- Digital Rights and Inclusion: The DCDR Framework provides practical tools for embedding human rights protections into technical infrastructure, moving beyond theoretical discussions to actionable implementation strategies.
- Multi-stakeholder Collaboration: By bringing together technologists, policymakers, civil society, and academia, this workshop exemplifies the collaborative approach needed for effective Internet governance.
- Capacity Building: The session builds technical and policy capacity by providing participants with concrete frameworks and methodologies they can apply in their respective contexts.
- Regional Relevance: The Asia-Pacific region's diverse regulatory landscape and rapid digital transformation make it an ideal testing ground for flexible, adaptable rights-protection frameworks.

The workshop will contribute to APrIGF's synthesis document by providing concrete examples of how technical communities can operationalize digital rights principles, offering a replicable model for other regions.

20 minutes Foundation: Introduction to DCDR Framework. Jean F. Queralt is our primary speaker for this workshop. The other listed speakers will serve as facilitators during the breakout groups. We haven't allocated specific time slots for individual speakers, though if needed, brief opening remarks can be arranged.
5 minutes Interactive Check & Questions
25 minutes Breakout Sessions: Applying DCDR to Real-World Challenges. The 25-minute breakout sessions will actively involve both onsite and online participants. The invited speakers will act as facilitators, guiding interactive discussions among participants, while the online moderator will specifically assist the virtual group to ensure effective remote participation and engagement.

Specializing in digital rights and human rights impact assessments, advising on privacy, data protection, and cybersecurity, underscores her significant contribution to the field of ICT policy. Sadichchha works as a Program Officer for Digital Rights Nepal, a not-for-profit initiative dedicated to the protection and promotion of digital rights. Adrian focuses on issues affecting the Internet’s openness, connectivity, trustworthiness, and security, with an emphasis on Asia-Pacific. Prapasiri is a non-profit consultant committed to driving social impact through innovative approaches in community development, social campaigning, and cutting-edge digital literacy programs. He expertise encompasses research in labor law and digital labor, gender equality, and youth rehabilitation.
