Specific Issues for Discussion
The EcoInternet Index (EII), developed by DotAsia and the APNIC Foundation, compares climate and Internet infrastructure data across APAC. It supports inclusive policy, activism, and research on the Internet’s environmental impact. By combining rigorous data analysis with stakeholder collaboration, this initiative aims to “Do More, Waste Less” by advocating for greener, more energy-efficient Internet infrastructure across the APAC region.

The session proposal directly applies to the APrIGF 2026 theme, “Safeguarding a Resilient Internet in Times of Crisis.” It also applies to two sub-themes, “Digital Resilience and Building of Trust”, and “AI Governance for Good”. Speakers selected for the session exemplify the APrIGF & Multistakeholder Ecosystem, including a technical community (registry operator) leader, an industry and civil society (academic) researcher, APAC government representatives, and youth leaders from National and Youth Initiatives in APAC.

The issues to be discussed will also help advance the 2030 SDG agenda:
- The need for a sustainable and resilient Internet infrastructure, i.e. “EcoInternet”.
- Addressing the role of AI in Internet infrastructure, sustainability and climate resilience, including the responsible governance of AI and its advancement in the region.
- How can EII be used? Exploring this question will feature APAC case studies, and the positive and negative impacts of Internet infrastructure, including infrastructure resilience, economic and environmental impacts, awareness and solutions customized for stakeholder groups, and APAC multistakeholder collaboration.
- How to develop EII further, including a presentation of 2026 research, and the refinement of the EII three-axes model (Energy, Efficiency, and Economy).
- Recent engagement with APAC governments and policymakers, and tracking regional policy initiatives.
- Premiere of the Draft 2027 EII Report, and opportunities for input into the report from APrIGF 2026 participants.
Describe the Relevance of Your Session to APrIGF
You send a quick “thanks” email, forward a meme on WhatsApp, scroll through TikTok, binge-watch the latest Netflix series, and join a Zoom meeting with your video camera on. These everyday online activities are the norm in our modern era, giving us the opportunity to “Do More, Waste Less” with Internet infrastructure and sustainability. Asia is experiencing the largest Internet growth globally— driven by rapid digital transformation, technological advancements, increasing digital infrastructure investments, and a large youth population now coming online. Internet usage is expanding rapidly around the world, and most people and organizations are unaware that they can contribute to a sustainable Internet ecosystem.

While the Internet infrastructure enables remote work and energy efficiency, the sector's energy-intensive data centers, cellular networks, and manufacturing of hardware can generate waste without awareness and collaboration for sustainable growth. Furthering innovative best practices and specific solutions are needed to address the concerns and interests of each stakeholder involved in an ecosystem as diverse as the Internet.

A 2021 EII pilot study developed the index utilizing the expertise of a group of advisors from organizations across the Internet ecosystem, including the IGF MAG, Microsoft, IEA, and UNDP. The first 2023 EII study was developed analyzing 14 APAC jurisdictions, and in 2026, DotAsia and APNIC Foundation refined the index, doubled the number of APAC jurisdictions involved, and targeted government stakeholders for measurable technopolicy impact.

Session outcomes will include:
- A premiere of the Draft EII 2027 Report, with opportunities for input from session participants.
- Suggestions for effective policies and action plans to enhance the sustainability of the Internet infrastructure in APAC.
- An exchange of views on the methodology of the EII, what we can learn from its results, and how it can be further improved and developed.
